I got into Empire during 5th Edition because I love the sculpting work of the Perry brothers. They also sculpted many trolls and ogres from that era that I really enjoy.

In a goofy way, big hat Chaos Dwarfs.
In another way, Dogs of War. Really characterful sculpts and including 3rd party the Dogs of War sculpt options are immense and encompass most of the great human historical sculpts with a special mention of pikemen who look great in regiments.

I just love Daemons particularly sixth ed sculpts. New GUO and nurgle stuff that are being reviewed this week though look so awesome.

I have to agree with Ryryak on this one. Empire and Dwarfs are some of my favorites. Elfs are simply too brittle and can break too easily. Besides, there's something really cool about the way these armies look all ranked up. Dwarf shieldwalls look so cool!
Now, as far as favorite armies to sculpt AND paint? That would be Lizardmen for me. The sculpts come in a close second place for me (if they had better Cold Ones, they'd probably be first) but I have the most fun painting them! The colors can be so vibrant and there's virtually no limit as to what schemes you want to use! Each and every unit can be completely different. (Some people take it as far as to making every model different, but that's just too much for me. It all becomes white noise.) The Empire is a close second in these regards because of regimental colors, but the jungle colors of the Lizardmen just offer me a tad more play.

In terms of armies, my favourites are Warriors of Chaos, Lizardmen and Tomb Kings. Each of those armies have one of my absolute favourite sculpts: Slann, Hellcannon and the Casket of Souls. Overall I love the aesthetics of those armies, and between the three I have a lot of variation to work with.

But not one in finecast... I have Greasus in finecast and he looks boss. The material had some great sculpts, the material was just a poor formulation for not flexing. As for my favorite army for sculpts I have to say Ogre Kingdoms. So much personality in that range. I also love the Dwarfs and Brettonians.

As far as overall consistency, the Empire. Little touches, like Handgunners getting a Powder Monkey really help in that regard. The Pistoliers and Flagellants are also excellent kits with all sorts of customization potential (reposed Flagellants with bald Marauder heads also make good Cathayan Monk conversions), while the Hurricanum/Luminark makes for great terrain fodder.
This said and done, I must make honorable mentions for Tomb Kings (I have a soft spot for The Mummy, and the Necrosphinx was an amazing kit) and Ogre Kingdoms. Their models were surprisingly affordable for GW monsters, with lots of kitbash and conversion potential, while Gnoblars round it off with their comic antics. The Ironblaster itself is also awesome, the idea of Ogres turning a huge castle door into a crude approximation of a wagon in itself being rather hilarious, while the actual cannon itself having murals of the Ogre story really adds that nice extra touch of character.

I have always been a fan of the newer Vampire Counts sculpts, especially the newer skeletons -- the pennants waving off the spears make it look like a marching horde but adds some dynamic movement. The hexwraits and black knights, the grave guard, and the mortis engine are all up there for me. There are still some clunkers in there, so the whole range is not great, but some of the recent versions are my favorites.
That said, I do love some of the recent dwarf sculpts as well.
Individually, the Green Knight may always remain as one of my top sculpts.
