I don't think it's worth stripping them.
Is he looking to sell it as a whole lot?
He could probably get more by selling the army in smaller chunks and will have a much easier time finding buyers.
I personally am interested in the metal warriors and Chaos Dwarf Lord.

It's tough to know how to price them both individually and together as an army

Damn, the one out of print army I don't own I gotta say, if he ever starts selling off chunks, I would go for the book in a heartbeat!

He will make a lot more selling in chunks but it’s a lot more work. Also blood Bowl, players love to buy chaos dwarfs. Just talked to someone this weekend looking for them

Personally I don't like the models but pick a price for each unit, base it on normal (ish) GW prices.
Double it as they're OOP
Stick 'em on a well known auction site for 30 days or as a buy now option.
Splitting them is of course an option but you may be left with the crap. Personally I think they'd sell to serious collectors.

It seems like everyone is putting "Professionally Painted!!" on their selling posts these days too. No matter what the paint job looks like!

I'm not an expert in big hats but these will command a decent to really good price.
Try the middlehammer buy/sell Facebook group.
