VC magic item black periapt. Rules..

My question is this. Do dwarfs roll for casting dice for winds of magic? Even tho they don't " cast magic"? If so, this could be a great item to take for vc. Would give them an auto 2 power dice each turn.
Another thing to consider about this is, power dice can be used to dispel magic. Example.. I have curse of years on a dwarf unit. If they don't generate power dice, then they will only be able to use dispel dice to take stay in play spells off.
And since I am really new to 8th, and never played dwarfs, I probly have no idea what I'm talking about... what you guys thoughts??
