Yeah, I'd mirror what strutsagget said. I have those same Orc Boar Boys (as well as the Warboss) and they hold the shields very close to their bodies. It'd be very difficult to paint around them. Same with gluing them to the Boars. Paint them first since drybrushing them would be a nightmare on those smaller boar versions. That's what I did with mine (the one's I've finished) and I was pleased with the outcome. It's just so much easier that way and the areas that glue together, won't show the adhesive connection.
Also, If you are missing (or looking) for some bits for those guys, I might have a few. Just let me know what you need.

I only usually leave shields off for my real favourite-looking units and characters. Anything else, I want to get painted quickly, and you can't really see behind the shield anyway. I almost always leave riders off their mounts though, as it's much quicker to paint that way.

I finished assembling the first chariot tonight. Again, not everything is actually glued together yet for access purposes during painting. The crew, boars and wheels are all just stuck in place for this picture. And I started assembling the orc boss on boar.
