In a 5 thousand point game, Vampire Counts vs Dwarfs, how is winds of magic usually done?

I don't know about 'usual'. what we do around here is leave the magic as is which will tone it down compared to a 2500pt game.
you could up winds of magic to 4D6. in my experience this funnels even more power into the one superwizard and that can be problematic. the dwarf player can of course just not play ball by bringing enough dispel scroll equivalents.

You need to be careful when messing with the winds of magic. In really large games, I'd recommend doing the Storm of Magic way: 4D6 power dice, and the the two highest dice become the dispel pool.
Though it should be noted that the standard 2D6 winds of magic works really well regardless of the size of the game.

My 10,000 point game that I played a few months ago "only" used 2D6 winds of magic. I felt that it was perfectly fine as the winds would blow the same regardless of the size of the game and it's much more fun (IMO) to have magic not have that big of an impact on the game when it gets to that size.
That being said the Storm of Magic system is pretty decent and if you absolutely MUST have more magic then I would go with that.
Here are a couple of my thoughts on larger games and magic:
With the (obligatory?) more wizards that you bring you're not investing in more spells per magic phase so much as you're investing in board presence and redundancy. You can have the threat of magic all across the board as opposed to a 24/36/48" range centered wherever the wizard is. I do find having a single/double wizard much more thematic as it emphasizes how rare wizards are and it allows for them to heavily (maybe, depending on dice and luck) influence their small sphere of the battle. Of course it also REALLY sucks if your single wizard gets sucked into the warp during the first magic phase when they two-diced a spell and irresistibled (I've had it happen unfortunately). But...THAT'S WHY I PLAY THE GAME - those are the moments I remember and what make the game fun for me.
Having the points to bring more wizards allows you to bring all kinds of fun magic items that you wouldn't bring otherwise. Bring the feedback scroll. Bring a power stone. Bring the rod of +1 to cast/+1 dispel (forgot the name). Use a lvl1 fire mage with fireball on an eagle/pegasus with a ruby ring as a mobile magic missile battery; by all means do something fun that you normally wouldn't do!

Is there a narrative to the battle, because that would affect what's an appropriate level of magic to use?

No sedge, just a straight up fight. Just going to set up across from each other and go at it!!
Is there rules on WoM in the BRB for games this size? or a FAQ?

The only specific provisions in the BRB or Update Version for a Grand Army of 3000 points or more are about duplicate Special and Rare choices. You can find theses in the BRB p. 135.

Alrighty, doesn't matter if its a 1k point game, or a 1000000 point game, according to the BSB its always 2d6 for winds of magic.

Correct. If you and your opponent previously agree on something else though you can. A common one is to play it the Storm of Magic Way: 4D6 winds with the highest 2 as dispel dice.
You could easily keep scaling if you were so inclined, but my experience with Storm of Magic is that the magic phase ends up taking a long time so more dice to throw may not be a good thing. *Although* part of the reason magic takes so long is because of all the new spells that are introduced (cantrips, etc) that have a lot of interactions with the board and other models making the game take longer. I always struggled to keep track of all the spells and trying to figure out what to cast was difficult.

Thank you guys for the info on this, I am really new to 8th, and I have never even looked at the dwarf rulebook!! ; ) I'm sure I'm in for a lot of suprises from my complete ignorance of the army!!!, but will be fun!!! My VC vampires say they taste delicious.... they small.. but good to drink.... kinda like a capri sun.... they really hungry as It has been a while since they have eaten. They talking about killing all the dwarfs to the man,.. but I'm trying to talk them into letting some go because they can multiply again, so we can feed again,,, they don't seam to be listing... we will see how the dice fall/vamps are feeling this weekend... you guys please remember donmott dwarfs this weekend tho... going to be a blood bath.... if he don't post for a few weeks you guys will no why...
P.S. If he wins.... I will have a lot of excuses about why I didn't...

"Storm of Magic" is a supplement book, not part of the BRB. you should be able to get it for cheap on evil bay. It adds extra monsters, extra spells and extra special terrain, all leading to extra fun and somewhat chaotic games. That being said, I would suggest trying to get a good handle on regular 8th edition first.

Storm of magic is 8th on steroids. I would definitely get my eye in with the core game before trying Storm of magic so you can really enjoy it.
