I understand War Machines can be deployed directly into garrison. However, I can't find rules clarifying whether a normal unit of infantry can be put directly into a building, thus garrisoning it, during deployment? Or, do you need to deploy them near the building and move into it on Turn 1?

I believe you can deploy in a building.

I've always played it as though they can be deployed in a building if said building is within your deployment zone.
Not sure if this could apply to Vanguard or Scouting units.

The official rules suggest otherwise. - BRB p. 126: For the most part, buildings act as impassable terrain (the rules for which were given earlier in this chapter). That said, we do allow units to enter buildings and 'garrison' them. [...]
A unit can enter and garrison an unoccupied building if it can move into base contact with the building during the Movement phase. Some units simply cannot enter buildings - the members of the regiment are just too big -unless differently specified, only infantry, monstrous infantry, war beasts, monstrous beasts and swarms can garrison a building. Remember that war machines can also be deployed in buildings, as explained on page 109. Units cannot garrison a building in the same turn in which they have marched swiftly getting a formation of ranked up troops into a building is not easy.
So, buildings count as impassable terrain - you cannot deploy units in impassable terrain - unless specified otherwise, of course. Certain units, however, are allowed to enter and garrison unoccupied buildings in the Movement phase. There is no such exemption for the Deployment phase. War machines, on the other hand, cannot enter a building in the Movement phase, but it is specified that they can be deployed in a building.
That said, if you agree with your opponent beforehand, feel free to play it otherwise.

Ah! So the distinction of "impassable terrain" is the key! This clarifies a lot for me as I saw this situation occur in my latest game.

Oh boy, now I don't know which way to play, hah.
Since it's not a competitive game anymore and just a casual game for re-creating epic battles, I'll probably switch back and forth or flip a coin to decide each time.
