If a unit is reduced to WS0 (say they failed a fear check and then had a -1WS applied somehow) can they still attack? They will be hit automatically by opponents (that’s stated in the brb) but the ‘to hit’ table starts at WS1 so do they count as WS1 for attacking purposes? Cheers

They cannot attack either since "they have no ability whatsoever in that skill"(BRB p.4). The bit about being automatically hit had to be specified, precisely because the table starts at WS1.

Well, since an model with WS0 has no ability whatsoever in that skill, it simply cannot hit anything with a CC weapon (including a hand weapon).They actually clarified it with an example (loc. cit.): "This usually applies to creatures unable to use missile weapons, so they have BS0 or BS-, but it might equally well apply to other characteristics too. For example, some creatures or war machines may have no Attacks (AO or A-)."
However, scoring a CC hit depends on the relative Weapon Skills of the attacker and the target. Since the To Hit Chart starts at WS1, they needed to clarify what happens if the target of an CC Attack has WS0. This is done in the next paragraph: "If any creature or object has a Weapon Skill of 0 then it is unable to defend itself in close combat, and any blows struck against it will therefore automatically hit."
