Gents, Tetto has the herald of cosmic events rule. Roll a D6 and on a 1, all friendly wizards must re-roll power dice that show a 6. On a 2-6 they must re-roll power dice that roll a 1. Would this apply to bound spells? I’m guessing not as it states wizards but I wanted to be sure.

I'd assume if it says wizards then it wouldn't affect bound spells? Or else doesnt it usually state casters?

I actually hope it doesn’t cover bound spells. I’m just nowhere near my book so can’t check if there’s any wording in the BRB about how you treat bound spells. I’ll do it when I get home.
I hate it when you happen to read 1chan4d (or whatever it’s called) and it says something there that you are sure is incorrect but can’t check 😂

What about if a wizard cast a bound spell?

The exact wording of Herald of Cosmic Events (Lizardmen AB p. 57):
"Roll a D 6 at the start o f each friendly Magic phase. On a roll of 1, all friendly Wizards casting a spell must re-roll any of the power dice that roll a 6 this phase, but on a roll of 2-6, all friendly Wizards must re-roll power dice rolls of a 1 this phase."
So, it does not cover bound spells, since BRB p. 37 specifies: "Possessing a bound spell does not make a character a Wizard — he just has an item that can cast a spell."
The second part also makes clear that "Herald of Cosmic Events" does not work, even if the bound spell is used by a Wizard. This is in line with the fact that "bound spells never benefit from any casting modifiers that the user might have," and that a miscast is directed against the magic item containing the bound spell, not the character using it.

This is the second part FVon refers too:
“CASTING BOUND SPELLS A bound spell is cast just like an ordinary spell – using dice from the power pool (the model may do so even if it is not a Wizard). The required casting value is equal to the bound spell’s power level. —— Note that bound spells never benefit from any casting modifiers that the user might have (for Wizard level, magic items, and so forth). —— On the other hand, failing to cast a bound spell does not break a wizard’s concentration, as using an item that contains a bound spell normally would not require anything more complex than uttering a single word of activation.”

I was referring to the second part of the rule I had quoted: "Possessing a bound spell does not make a character a Wizard — he just has an item that can cast a spell." It is the item that casts the spell, rather than the character.

For completeness' sake, here are two FAQ in the same vein:
BRB Official Update Version 1.9, p. 7:
Q: Can Bound Spells be forgotten if a Wizard loses a Wizard level? (p28) A: No. If a model has loses a Wizard level and has a selection of ‘normal’ and bound spells, do not include the bound spells when randomising which are forgotten.
BRB Official Update Version 1.9, p. 8:
Q: A Wizard is not allowed to cast the same spell twice. However, if he has a Magic Item capable of casting that spell as a bound spell, can he still use it to cast the same spell again? (p37) A: Yes.
