Dwarfs AB p. 3: "This section also includes the Ancient Heirlooms, magical artefacts your characters can use, and Runic Items — unique rules that allow you to customise magic items for use in your games." [Italics mine]
I really cannot see how "can be taken in addition to runic items as a character’s points allow" can somehow be interpreted as "anyone who can take runic items can also take heirlooms" - it just does not hold water. And it is easily proven wrong by the fact that (as pointed out above) there are characters who can take runic items, but cannot take Ancestral Heirlooms. It specifically says "as a character’s points allow," and consequently, the only ones that do have the option for "Ancestral Heirlooms" in their Army List entry are characters.
As it says on BRB p. 500: "Each Warhammer Armies book describes in detail the many different kinds of magic item that each army can use. ... Where a model has the option of choosing one or more magic items, it will be clearly stated in his army list entry, as will any restrictions on the magic items he can take."
This is exactly the case in the Dwarfs AB too.

Yes I take your point, it does look like master engineers and daemon slayers can’t take them. I always assumed that it was written that way because of the different item types. So for example a runelord could take any of the heirlooms, except the banner. The daemon slayer could take the red axe, but not the ring of thori for example. And the engineer couldn’t take the silver horn etc. But I take your point that heirlooms do seem like a separate class of magic item the way it’s laid out. The only reason I’m sceptical of that view is that you then have to assume there’s a typo/misprint in the army book.. anyway I doubt any of these issues would come up in a game because I can’t think of a scenario where I would want to put an heirloom on an engineer! Although I might get tempted by the 1000pt Ungrim deathstar haha

simon the one heirloom that would be great for the engineer is the fiery ring. That would be a nasty shock to warmachine hunters (assuming he survived to use it). He’s also one of the few independent characters that might be able to use it effectively in the template format

Someone sent me the Spanish version, which under Ancestral Heirlooms p.58, reads: Un personaje puede elegir estos ademas de los objetos runicos siempre y cuando tenga puntos suficientes, which translates into "A character can choose these in addition to runic items as long as he has enough points."
Unfortunately, it cannot shed any other light on the problem discussed, as the BSB entry is the same as in the English version.
With that, I think we can draw a line under this topic now.
