So, in the BRB, it states that additional Hand Weapons can't be used by mounted models. Am I correct in assuming that this applies to Death Hags mounted on the Cauldron of Blood as well? (And is it worth giving her a magical weapon?)

I hadn't considered that before, but yes - she would count as mounted, so wouldn't get that extra attack. Hellebron has paired weapons, which can still be used when mounted, so wouldn't have that concern.
If you've got her in with Witch Elves, give her something that can handle armour, as that's the one thing in combat they struggle with. Biting Blade/Sword of Might/Ogre Blade/Obsidian Blade are ideal.

Yeah, that's what I was considering, but it made me wonder if the AHW would be cancelled out or if it would even be a concern. I suppose not.

My latest de opponent had Ogre Blade, imo this is a much better option, any Armour is still @-3 & you have a much easier time to wound the opponent, this usually result in more wounds for a lower cost.

He often brings a lord or dark master with the ogre blade which is why he takes the obsidian blade on her instead

I generally make a point of sending my Executioners up against anything heavily armored, or just stalling it out with maneuver. Witches and hags (with the sole exception of Hellebron) are not intended to stand up against heavy armor; they're intended to tear large blocks of light stuff apart. And with DE maneuver control, they shouldn't need to face heavy armor all that often.
(In this instance, 'heavy armor' means armor saves of 3+ or better, even against 4+ they tend to struggle.)
