Gents, this query was raised on the 8th FB page and there was a definite disagreement on the rules.
Does the Dwarf Rune of Slowness impact things with random movement (such as Pump Wagons, Fanatics etc.)?
The rune entry says: Any foes charging the unit subtract D6" from their charge distance (roll after their charge distance has been determined) - Dwarf AB - pg 63
The Random Move rule (BRB - pg74) states: Models with random movement cannot declare charges. It also says: measure the distance before the model is moved. If the move takes it into contact with an enemy, then it counts as charging and this is resolved using the normal rules for charges and distance rolled as it's charge range.
This would indicate to me that the rune would impact anything with the random movement rule. Am I reading this correctly? If I am, can anyone see anything else that might change this reading, related to the fanatics and mangler squig entries (OnG AB pg 53+56)?

(I'm aware that no charge reaction can be made against enemies with random movement, so you couldn't stand and shoot for instance).

What knoffles said. Since a Random Mover is "using the distance rolled as its charge range," it is subject to the Rune of Slowness. Note that the BRB uses "charge range" and "charge distance" as synonyms. As far as I can see, there is nothing in the rules for fanatics and mangler squigs that would exempt them either.
