So this came up in my latest game. I was playing beastmen with a minobus and I had a character on the second rank, because of the command group forcing me to do so. The question is quite simple: Can this character, which is still on the second rank, charge out of the unit? (On Its own)

Yes, provided he can trace a line of sight to the enemy unit, and the target lies at least partially within his front arc.
BRB p. 101: "A character can charge out of a unit, by declaring a charge in the relevant phase — in which case, he will move and his unit will stay still — it is not permitted to declare a charge of its own, though it can move during the Remaining Moves phase."
There is no limitation to characters in the first rank, and the following FAQ confirms that characters can move even sideways or backwards through the unit when leaving it.
BRB Official Update Version 1.9, p.11: Q: Can a character ‘move through’ a unit he has joined when he leaves it (i.e. can he leave through the side or rear of the unit, measuring the move from his starting position)? (p101) A: Yes.

Thanks for responding! I also thought it should be possible, just couldn't find the right rule. Eventhough it doesn't explicitly state you can, charging out of the unit technically is "moving out of it". Thanks again, I hope this clears it out with my friends!
