So I have been thinking about in the future when painted my horde as these models are fabulous, how to field them. Any suggestions? Any models is allowed but only 25% heroes/lords.
Mandatory ~40 Black Arc Corsairs and of course two hydras to follow along from the sea.
Something like this:

The 7th edition Dark Elf book had an amazing 25 point banner that Corsairs could take - the Sea Serpent Standard, which gave them Frenzy, so your horde would be putting out 50 attacks. If only that were still around!
I think you should still have a magic banner on the Corsairs - the Standard of Discipline, as with the Master in there you'll have Ld 10. That unit is crucial to your army, so you need its Leadership as high as possible.
I do worry about your lack of high-Strength attacks. Hydras are S5, and your bolt throwers can put out some S6 hits, but that's not much. I'd be tempted to go with Shadow on the Sorceress - if you can get Mindrazor, that's the perfect spell for the Corsairs. Even if you don't, Miasma/The Enfeebling Foe/The Withering are some serious hexes to deal with any more elite unit your Corsairs might have to face. As they are, you don't want them facing Chaos Warriors, Saurus Warriors etc. Plus the Warlocks have Doombolt already.
The Witches are also very similar to the Corsairs in that they give you lots of S3 attacks. As you've matched your core %, you could switch them out for a min-sized Cold One Knight unit for some higher strength attacks, or a minimum sized Executioners unit. Or a Kharibdyss to keep the nautical theme, and get S7.

Consider putting a Cauldron into the Corsair unit for some definite cheese.

Tullaris isn't really worth the cost for the extra S3 attacks - on Executioners he's great, but then you're getting another row of S6 attacks. Similarly, a Death Hag with Witch Brew could do the job... but then it's also -3Ld for your Frenzy tests, and she's got even less protection than Tullaris.
Ideally you'd have the Razor Standard in there, but I prefer your standard BSB build who has the extra pip of armour save and strength.
I like Lokhir, but he's also very expensive for what he does.
If you wanted one of the big shrines in the unit, you could always go for the Bloodwrack Shrine instead. It's not as good overall, but it has a Ld buff/debuff, adds some high-strength attacks on the charge, and is pretty tough.
