So we are having a discussion on FB and wonder here how people play it.
The small template is in inches, 3”, the base size of cavalry is 25mm in the book and an inch is 25,4mm.
When we pay in our group we play as a direct hit with a small template hit in center only partially covers 3 models.
Some others play as 5 models are partially covered. In math, an astonishing .4mm(2x0.2mm) should be covered if perfect lined up and not painted.

If you want a definitive answer, you'll need to put a transparent template on a load of empty GW bases; as the rules say if the template covers event the tiniest part of a base, it's hit. Take a photo of that, and it should settle any future arguments.
In games, with tall models and particularly with templates landing in the middle of the table it's hard to get an accurate number. Also people increasingly use non-GW bases (and GW bases aren't even the size they're supposed to be - they're smaller) which can be slightly different sizes. I always err on the side of generosity with hits - if it's not entirely clear, but it might have hit a model, agree that it did.

I do the same but the opposite: if it might be 21-22 hits we call it 21. Warmachines need no buff Well, the problem is you can't visually see 0,2mm Normal "gap” between the model is at least 0,5mm probably even more. When we put the template down on the GW large tray with marks it reaches just the perfect edges but I would need a periscope to see if it covers anything. This must be a common situation. Just wonder how everybody else play it.

In my BRB I have a print out of bases that I can put a template over. Making it easier to count out. One of these can also helpful

As stated earlier template goes exactly to edge line on that big movement tray. But tray includes some wiggle room on 0,5mm(the lines). That wiggle room is the difference between hitting and not if using a calculator. So how do you play it? Stone thrower direct hit on 25mm bases. Will this hit 3 or 5 wide?

For direct hits you can figure out how many guys are hit for the different bases and unit sizes and I think it is best (Gobbos are da best!) to go by math not dodgy real life measurements. You only do that once per lifetime. There used to be handy set of cheat sheets with nice graphics on the internet...was it on warhammer.org.uk which is defunct? Maybe somebody else can pull that up? Basically you want a simple table. When dealing with scatters I do what is suggested earlier. Speed it up, use your best (Gobbos are da best!) judgement, give your opponent the benefit of the doubt. Done.
edit: and for the question at hand, how many single line cav can be hit by a 3" template. 3" is 76.2mm so the answer is five.

Well, my main template experience comes from miscasts... In my Bret units... The worse unit formation for miscasts... All 9! But looking at this, grid, I'd say yes - 5.

First of all, I am asking.
Second, all the images are much as part of the rulebook as the text. Sometimes even explain the rulebook even more than the texts.
The image I have chosen is next to that text, even so, when they define the base to base they show it like that.
And if you use the GW movement tray with included gap marked it does not cover more then 3 models. Believe me I have tried :/ it reaches perfectly to the gap markes.

sorry if my earlier post came out too snippy. To answer your earlier question, what I described is how we play around here now and how it was played in a rather big community in San Diego back in the glory days. And I have never heard somebody argue 'base contact' means anything but actual contact.

What happens when your miniature is supplied with off size bases? Let say 26mm with cav There is no official base sizes right(please help me find in BRB if I am wrong). “MODELS AND BASE SIZES A model should always be mounted on the base it is supplied with. That said, some models aren’t supplied with a base.
