Does a unit with Predatory Fighter have to overrun if it wipes out the enemy unit, or can it reform? I know you have to pursue if enemies survive, but not sure about overruns.

It can reform. Overrun is voluntary.
BRB p. 58: "If a unit charges into combat and, by the end of that round of close combat, all its enemies have been wiped out as the result of the combat (rather than the pursuit) the unit can choose to make a pursuit move, even with nobody left alive to pursue. This is an overrun move and represents the unit surging forwards, hungry to find more enemies to fight."[Italics mine]
BRB Official Update Version 1.9, p. 8: Q: If I charge an enemy and they are wiped out before the Close Combat phase, can I choose to either Overrun or Reform From Victory? If I can, when does this occur? (p58) A: Yes. This occurs at the start of the Close Combat phase before any blows have been struck.

I know that normally Overrun is voluntary, but the Predatory Fighter rule says "A unit that contains one or more models with this special rule can only rest to restrain pursuit if there is at least one Skink character ... within 6" of the unit."
So the rule obviously makes you pursue if the enemy isn't wiped out and flees, but does it also make you overrun if the enemy is wiped out, since the overrun is a type of pursuit move, or does the key to the rule lie in the "test to restrain" section where you don't have to test to restrain from overrun so they can choose to reform?

Your thinking is correct. The rule says it can only test to restrain pursuit of a skink character is with 6”. The key word for me is pursuit. If you wipe out a unit in combat, there is no one left to pursue, hence you don’t have to and can choose to reform.
This is covered by the ‘wipeout’ rule on pg 53 of the BRB. It says if a unit is wiped out the unit auto restrains pursuit and reforms or can choose to over-run.
The LM special rules talks about pursuit not over runs hence the BRB rule it still relevant.
If the rule had said test to restrain pursuit and/or over run, then that would be a different matter

To restrain pursuit, all units need to take a Ld test; the PF special rule just adds an additional condition to take this test. No such test is needed in the case of Overrun. Therefore, it does not matter whether a Skink character is within range or not.
