Not a critical question, but just to clarify... When I or someone makes a goal to build ... let's say 1000 pts of army XYZ.... does that specified total usually include all the upgrades the wargamer intends to include with their units during a game? Or is this a simple total without upgrades? What about common upgrades like unit commands? What about when someone builds a character with specific weapon upgrades, mounts, etc. that are part of the model? Or, similarly for regular units that are modeled with certain weapons, like spears, that may cost a bit more? Not trying to split hairs, but I could use a help understanding how to interpret people's statements on this topic.

I'd say yeah - typically it includes upgrades /items.
The points are only really relevant in game. However, To say I am building for example 30 HE Archers (10ppm) as, "I'm building 300pts of archers", but I have also got command options isn't a big deal.

It's more like a rough estimate. We know what a 1000pts, 2000pts or 4000pts army looks like, more or less, in terms of model count.
It gives an idea of scale

Id never really thought about it as I've not done it but I think I would design a list with whatever upgrades I wanted and then paint the models to match the list (and any additional models that came in the boxes, whether they fitted into the list or not as nothing like leaving the odd model unpainted).

I would include point upgrades/wargear etc if I said that I was going to do a total # of points.
Otherwise I would just say that I'm painting X number of models for an army.

If I was to do a 500 point army addition I would have done a spreadsheet/list of what that contained including items/upgrades. Then I would work to completing this addition/chunk of army. If I was to start a new 1000 point army and work towards getting it ready for the tabletop the 1000 points would include any command options or characters with items I wanted to use.

I use Battlescribe to record what models I've got painted, and the points values of each army as I work through them. I don't generally include magical items or upgrades such as Vampiric Powers in there; however if there are particular upgrade clearly modelled on the miniature then I would include that in the roster - so command groups on units, weapon options and shields, mounts, and then things like Daemonic Flight on a Daemon Prince that has wings.
However, that's a somewhat different purpose I'm using the points values for. If I were saying I wanted to paint a 3,000 point Orcs & Goblins army, then yes I'd expect that to include all the upgrades that army would take, even down to things like Dispel Scrolls that wouldn't be modelled.

If you are building an army to play a specific army list, then yes, you'd include all the upgrades.
If you're just getting a ballpark figure for the total points of all your minis, then I generally don't worry about upgrades unless they're modeled with the upgrade. So yes, I'd include command, but not necessarily weapon options, armor options or other such things (like Skink poison and such).
Which reminds me I need to go recalculate what my armies currently point out at; it's been a couple years since I did it last. Le sigh.
