Can Packmasters contribute to counting Ranks in a Rat Ogre unit?
Consider the following example:
In a unit of 7 Rat Ogres, 4 wide so there are three in the second rank and 4 Packmasters behind. If one or two Rat Ogres died, that would give room for the Packmasters to move up to join the one or two survivors in the second rank. Would those Packmasters be able to contribute to the second rank counting as a Rank of 3 or more models as per the Monstrous Support rule, as two Packmasters (on 20mm bases) have the same size frontage as a single Rat Ogre (on a 40mm base)? Or would the second rank not qualify given there would be less than three Rat Ogres in that rank?

Packmasters are ignored when calculating the rank bonus.
Skaven Official Update Version 1.7, p.7: Q: The Packmasters’ special rule Running with the Pack and the special rule Beast Pack seem to contradict each other. How do they work? (p53) A: The Packmaster and Master Moulder models are ignored when working out the unit’s rank bonus, so only ranks of Rat Ogres count. Use the Packmasters’ or Master Moulders’ Ld value (or the General’s) as the base Ld for the unit, to which you then add the Rat Ogres’ rank bonus.
This is in line with the general Monstrous Ranks special rule, which only applies to units consisting purely of MI.
BRB p. 81: "Where most troop types need five models for the rank to count towards rank bonus, steadfast and so on, a unit composed purely of monstrous infantry needs only three models."
