The Tomb Kings Necrolith Colossus never really had an official model. Yes it is basically the classic Bone Giant. But the Necrolith Colossus fluff says it is an animated statue. Not a formerly living entity like the Bone Giant model. - Will the fluff change back to it being a Bone Giant and the classic model returns?
- Will the fluff stay as an animated statue and we get a new model?
The Tomb Kings Hierotitan is even worse. It never had an official model and didn't even have a good proxy like the Bone Giant. - Will it be removed from the army?
- Will it stay in the army list with no model?
- Will we finally get an official model?
I assume the plan was for Citadel to make one plastic kit that could be assembled at either a Necrolith Colossus or a Hierotitan. But it obviously never happened. Do you think we will finally get that kit for WH:TOW? After the Chapterhouse court battle didn't go their way, GW stopped publishing rules for units that Citadel doesn't sell models for. So I kind of doubt the Hierotitan will be in the army list.

You are of course correct on all points.
BUT!
I would not bet any money on Tomb Kings receiving a secon massive plastic kit any time soon. TOW is in the same league as HH, Blood Bowl or Necromunda - meaning its plastic capacities are much lower than the main games AoS and 40K. And most of those capacities are eaten up by bringing back all the old kits. I think one big or two medium sized new kits per faction is a somewhat realistic expectation for any core faction going forward - Tomb Kings and Bretonnia really are the blueprint of things to come.
In short: no. Unless TOW takes off massively, and even then it would be a kit for a second wave years in the future.

I honestly hope that the fluff remains as it was in 8th Edition and they release a new dual plastic kit for the Colossus and the Heirotitan, though I wouldn't be at all surprised if, after the calamity that is the Bone Dragon, they bring back the awful old Bone Giant model and give the Colossus the contradictory name of 'Necrolith Bone Giant'

Turns out I had a 'Bone Dragon' correctly based on a 150x100mm years ago.... Ptra provides. I am cautiously optimistic we will see a Heirotitan or equivalent in this release. Even a conversion kit (ala some 3rd party legs) to go along with the Necrosphinx kit would be welcome.

Just to answer my own question, Hierotitan was removed from the army list. And to pour salt on that wound GW removed the option for Necrolith Colossus to take a greatweapon, which I already have the model converted to be using. Awesome! (Bow of the desert also went away. But I never did that conversion.)

That makes no sense given the Hierotitan features in Warhammer: Total War, and there's no lore reason to say why it's been removed... unless GW are planning a Heirotitan sculpt to be released later and don't want to spoil the surprise.

For better or worse GW no longer includes army list choices that don't have corresponding citadel models. I feel for anybody who pun in the effort to convert and paint a Hierotitan.

I noticed they did that with Tyranids in 40K for a while when the 6th Edition Codex came out - some of the Tyranid units and characters in the 5th Edition Codex they hadn't yet released models for, like the Mycetic Spore and the Parasite of Mortrex, were omitted from the 6th Ed book. However both of those ultimately made their way back to the army as official models, the Mycetic Spore (renamed the Tyrannocyte) was released around 2015, and the Parasite of Mortrex appeared a couple of years ago now - meaning there's every chance that they're simply shelving the Hierotitan army list entry until they can make an official model for it.
