In the TOW, the highest Leadership of any Goblin character is 7 (not counting special characters). Both a Goblin Warboss and a Goblin Oddnob Shaman have LD 7.
My Ultimate Goblin General is a Goblin Oddnob Shaman mounted on an Arachnarok Spider.

Here are all the benefits of such a general and mount:
• Leadership. The Oddnob Shaman is mounted on the largest base size in the game, 100x150 mm, which increases the General's Inspiring Presence on it's own compared to a smaller base size. Additionally since the Arachnarok Spider is a Large Target, the Shaman's Inspiring Presence/Command Range is increased to 18". 18" plus the large base side provides a massive Command Range for the general. No other character in the army can get a larger command range. Any ranked Goblin units within his inspiring presence range will become Leadership 8, 9 or 10 depending on their rank bonus.
• Reliability. Since the Arachnarok is Immune to Psychology, you don't have to worry about you Goblin General running away. No Panic tests for a Goblin General is a big deal! Moreover, neither the Shaman nor the Arachnarok have the Impetuous special rule, so no need to worry about declaring an unwanted charge.
• Durability. Being mounted on the Arachnarok means the Shaman becomes Toughness 6, gains a 4+ armour save, and has 10 Wounds! You could make him even more difficult to kill by giving him a Talisman of Protection (5+ ward save) or the Glowy Green Amulet (2+ dispel). Moreover, a Healing Potion and/or an Earthling Rod are additional options to protect your all-important Ultimate Goblin General.
• Combat Monster. The whole unit is a literal monster in combat! 6 S5 poisoned attacks, with one being AP -2 and causing D6 Wounds. Such attacks are a serious threat to any enemy monster or character – Dragon riders beware! The Arachnarok also deals D6 stomp attacks. Moreover, the Shaman and crew dish out 10 S3 poisoned attacks, with 8 of these attacks being S4 AP -1 on the charge due to spears. If the rare case where the Shaman loses combat, the unit has the Stubborn special rule as well.
• Bastion of Firepower. Because of the Howdah special rule, the Shaman has a 360 line of sight for his spell casting. Additionally, as described for his Leadership, the large base size increases his dispel/casting range and command range. Combined with the Idol of Mork magic item, the Shaman has a 27” dispel range measured from his massive base (100x150). In addition to the Oddnob’s 360 spell casting ability, the 8 Goblin crew riding on the howdah have shortbows and the Poisoned Attacks special rule, allowing the unit to fire 8 poisoned shots with a 360 arc. Moreover, you have the option of ALSO adding a Spidersilk Lobber for additional firepower, although the Spidersilk is only S2(4), it does use the 5” template!
Liabilities:
• This is an expensive model, at least 445 points naked, but with an extra magic level and a magic item or two, the model will easily cost over 500 points.
• Trolls can struggle with this general because their Stupidity tests will be on a 7. Though the 'Big Smartsz' spell from the Troll Magic lore could certainly help here.
