It certainly is an interesting one. I was just reading the chariot section of the rule book and it says this: But I guess since barding is not specifically listed in the army book entry the movement is not slowed. Slightly bizarre the speed differential between a Chaos Steed carrying a Chaos Knight with barding, and one lugging a Chariot, but I suppose there is at least 2 of them pulling a chariot. Yeah I took a look at that last night. Besides Chaos horses what other chariot pullers have barding for them to have included that note? I might have missed one but the conventional chariot pulling land steeds consist of lions, boars, tusk/razor-gores, cold ones, skeletal horses, elven horses, wolves and chaos horses. Of these it is only the chaos horses which come with barding by default. The others are to my recollection all un-barded. It's kind of crazy that the Empire for all its options does not have a standard, conventional chariot, only zap/buff wagons and the like. I still remember way, way back when wood elves had a chariot model.

The only chariots that were pulled by barded steeds were Chaos Chariots and Empire Chariots, other than this, I believe no other chariots had barded steeds going back to 4th edition through now.
Even though they mention barding slows down a chariot in the chariot section, the Empire and Warriors of Chaos book came out some time later. I think they decided, is the -1 really necessary on models that can't march move to begin with? Just as Dwarfs no longer have they flee/pursue -1 M.
End of the day, if the chariot does not state it has barded steeds than they don't suffer -1 M in my eyes.

They have also referred to barded Chaos Steeds specifically elsewhere in the WoC book under the different mounts section. Since the chariot horses are not listed as such I would definitely be playing it as KevinC says above
