Really, I just wanted to see if I could do it. I think this works. Let me know what you think. Also, I consider Stanks or Chariots part of all-cav lists. My Empire army is also Middenheim themed, so I've included many "Middenheim" units.

I love the idea of a full cav army so would face it with anything just for ‘shits and giggles’. No idea how the Empire Cav army would play though.

Well, I'd make the IC Knights a deathstar with Boris, Grand Master, and WP all in with them. 5 wide so that the WP would be pushed to the second rank, protecting the Crown of Command a tad better. The Reiksguard would run in next to them and a unit of Steam Tanks on either side. Demigryph Knights would move in from either flank.
The smaller units of Knights Panther and KotWW would sweep across from the more open ended side of the field, with the Pistoliers baiting and fleeing for position. These units would act as a screen for Balthesar, protecting him but also allowing him to get into a prime location.
The Captasus would either go war machine hunting, or clear chaff - whatever was needed more.
My main fear is that this is just a few bodies when talking about a 4000 point force. They'd have to rely on their armor protection as well as magic from Balthesar (pretty reliable!) to be able to compete with the hordes they'd inevitably be facing.

As you say, they have to rely on their armour protection. So, a +1 is better than a +2. I would certainly drop the GW on your BSB for a shield. As a BSB, not being killed is more important to him than kill something himself. The same is true of your WP. Not much point in having a champion in the DGK. Admittedly, not much points either. So, it depends if you would need some extra points elsewhere. The problem with having a standard bearer with the DGK is the high cost of the auto-kill when the unit breaks.

Balthesar Gelt is great against armies with armour but against Skaven or Beastmen, he will do little. Against hordes...avoid them? Against warmachines, CHARGE THEM!

I like Gelt. He gets to cast with a +5 to his dice roll instead of the normal +4 because of his level + staff. That's good, but since he's mounted on a Pegasus, he really has no trouble getting into good positions or staying out of trouble.
And as for the Lore of Metal, increasing a unit of Hablerdiers or Greatsword's armor save by +2 is simply awesome! But add in other spells like Enchanted Blades, Plague of Rust, or Transmutation to Lead and you can really start getting a lot of attacks through! And as for those hordes...Final Transmutation. It may not be the best nuke spell, but it'll definitely tip the scales against a unit of Clanrats or Night Goblins.
My real inclination is to take Balthesar with a Beast Wizard. If he can get Wyssan's through and Gelt get Enchanted Blades off, then you're talking about some heavy damage getting through. OR...you can go defensive with Pann's Pelt and Glittering Robes for some serious defense! Something for whatever.

As it happens, the Staff of Volans provides a +2 bonus on his casting attempts (so, +6 in total).
