I was looking at if from the angle of whether a skirmishing unit can serve as a character bunker. They can. If you've got the points for it, it's a good choice. It keeps you safe from Killing Blow and puts out some good damage. It's of more benefit to Hero level characters who get both the Toughness/Wounds boost, but even regular Chaos Lords still benefit from being mounted on one, and of course a Sorcerer Lord still gets the Toughness boost.

Empire Wizards are put routinely in such a bunker, where he can also benefit from the -1 to Hit and Free Reform. To be effective, the bunker should have sufficient numbers, though - 5 will not cut it. BRB p. 77: A character model that joins a unit of Skirmishers gains the Skirmisher special rule as long as he stays with the unit. A character on a mount cannot join a unit of Skirmishers.
