Can you use nasty skulkers to push a character to the 2nd rank?
I see that in the O&G book it simply says to use the rules for characters joining units, but the main rulebook says that characters cannot join units engaged in combat - so seems like a bit of a grey area. I would assume that it acts like an exception to the rule in this case?
Example, my front rank consists of: standard, musician, champion, character, character... 3 skulkers emerge as the unit charges in... meaning that one or more of the champion/characters will be pushed to the 2nd rank, effectively taking them out of combat (at least for the first initiative step).

So, normally, you are freely allowed to move characters around in a unit, during part of a normal move. So, if 3 new characters all of a sudden joined this goblin unit, you could freely re-arrange them as you see fit.
The issue, however, is that normally, a model can not be removed from base contact with an enemy. So, in this instance, I believe you would reveal the Skulkers, who would be placed in the second rank.
You could then Make Way with all of them, displacing the entire command group. Your characters already in base with the enemy would not get to move.

O&G Official Update Version 1.2,p.2: Q: When Nasty Skulkers are revealed in a unit of Goblins, can they displace anything other than rank and file models to make space for them? (p44) A: No, though they will then be able to Make Way if they are not in base contact with the enemy.

Also to be clear, Nasty Skulkers are characters.
