Any army can be the "best" army though. A lot of it (and I mean no disrespect to you) is player skill and ability. If you're going against better players, or even same-skill players that know their lists/armies real well then it's going to be a tough fight.
I would mention that most people when starting new armies (unless playing against vastly inferior players) will lose a lot more than they win. You have to keep learning from your losses, figure out what works for you and what doesn't. What unit(s) is underperforming? What situations are you getting them into? Maybe you need to vary your tactics to avoid a repeat.
I know you play against skaven a lot and I see your units disappearing to the dreaded 13th...what are you doing to combat that? Are you taking a dispel scroll to help dispel those crucial spells that are going off? How are you going about getting at that grey seer and putting him down like the vermin he is? Are you satisfied with the lore of metal and its performance against the rats? Do you think you'd be better served with a different lore? I know the lore of tzeentch is awful but if you pack flaming attacks in your list (lore of fire could help here) you can compensate for the "give everyone a regen save". Also forcing rats to test on their own LD instead of the generals (I love that spell btw) can quickly cause units of rats to break from combat if they're all of a sudden testing on ld8 instead of 10.
Are you getting redirected a lot? How do you intend to deal with small units of chaff that redirect? What are you bringing to deal with knights? What are you bringing to deal with some of the "big nasty" monsters out there? (chimeras, frosthearts, and hellpits come to mind but there are others) If a monster/unit flies and can get in your flanks/rear what are you going to do about it? How do you intend to deal with hordes of cheap troops?
Fine-tuning a list and bringing units that can check off these "boxes" is one of the things I love most about wargaming.
personally:
warriors are there to fill up core, I try not to bring more than I need to.
knights/dragon ogres tackle monsters and things like chariots
skullcrushers kill large units (quickly I might add)
hellcannon for putting wounds on large monsters
characters shore up weaknesses across the lists. sword and board warriors don't kill a lot of things so having a punchy character (usually an aspiring champ, as lords are taken up by sorcerer) helps them to kill things like knights and grind through blocks of infantry. halberd warriors kill everything and so characters are usually mounted to kill chaff/flank/hunt warmachines.
If all you do is just mindlessly keep throwing your units at him and end up in the same situations hoping for a different outcome well then... (I know you're not doing this because I've seen you change up your list; find what works for you and build around that)
This is my absolute favorite list I've been playing at 3k; I've lost once with it to those dirty, dirty high elves:
Unkillable Daemon Prince
(mark of nurgle, scaly skin, chaos armor, enchanted shield, wings, other tricksters shard, chaos familiar,soul feeder) SOMETIMES a breath weapon
-pick your targets carefully; I go for LARGE units of WS4 or less infantry that are NO MORE than S4. they'll hit on 6's, wound on 5's/6's and he'll have a 2+ armor and a 5+ ward. He'll lock that unit down and they won't go anywhere all game. He can potentially regenerate lost wounds thanks to soulfeeder. Lore of nurgle is what I run but death also works well; he's got a decent LD for sniping characters and death has other nice spells that complement the list well.
Throgg - makes trolls core. And he's nasty in combat. I love this guy.
Exalted hero bsb
(juggernaught, shield, dawnstone, ironcurse icon) SOMETIMES burning body if I need to get flaming attacks into a game. He goes before normal crushers and so takes away regen for the whole unit.
- he's got no ward but rerolls armor saves and rolls with the crushers
Core:
18 trolls.- I put them in horde formation and let them terrify my opponent
3 units of chaos hounds
-warmachine hunters/chaff
Special:
6 dragon ogres
(great weapons)_
Chimera
(regeneration)
hunts warmachines and small units. Never has survived a game
Rare:
7 skullcrushers
(armor piercing standard and ensorcelled weapons)
-these guys grind through whatever's in front of them plain and simple.
I wanted to do this for funsies and ended up just loving the list and the way it plays. It's a long way from what my lists used to look like (I still build lists with warriors in them from time to time) but point is I evolved over time and found a list that works for me.
