Okay, so this is not really an army list, but I need you guys to help me build an army list for my newly acquired Skaven and let me know what I need to add (purchase).
These are my current models:
120 Clanrats 2 Warp Engineers 2 Warlords (1 modeled to be mounted on a Rat Ogre) 1 Grey Seer 1 Warp Lightening Cannon 1 Doom Wheel 1 Screaming Bell 1 Abomination 2 Warp Fire Thrower attachments 2 Poison Globe attachments 1 Packmaster 6 Giant Rats
So what do I need to add and what can kind of army can I make with those models?

I personally always use 2 wlc and at least three rat darts. At the moment I'm using goblin slaves instead of rats btw, same footprint.

It's a filthy filthy underhanded tactic that suits skaven players 😉. I guess it's a bit like a slayer Congo line but with giant rats and is their equivalent of chaff tactics.

giant rat units are mixed units. You have the rats and the packmasters. even though their stats are almost identical, it's a mixed unit (think like Kroxigor/skinks). This means that assuming an entire unit is armed identically you only will ever be able to kill the rats and not the packmaster (the unit is run 2 wide, 3 deep as a minimum sized unit). Also the packmaster can still attack through 2 ranks of models so he gets his one whip attack to boot. While this usually means the packmaster is testing on snakeyes for a break test, it also means that there is potential to tie up a unit for two turns with a chaff unit. For 23 points. It also forces LD tests for units that don't want to pursue, something which can fail. And it really messes up frenzied units as you have to pursue and if I remember correctly you can't reform if you catch the fleeing unit. So suitably skaven I'll echo frozenfood, if you take the cannon you'll want to take 2; they're cheap and at least for me 1 is underwhelming and never does anything. Having to rely on the artillery die for the strength of the shot surprisingly makes an enormous difference in its effectiveness. You've got a great start to the skaven, you're going to want more clanrats though. In an ideal skaven force you want 1 body for every 10 points you're playing and half those bodies should be slaves (1 slave for every 20 points you're playing). Skaven NEED numbers to win, more than any other army I think as we don't have access to units/characters that buff our troops, or access to things like Wyssans and Mindrazor. Our magic is no less potent, but it's...different. Welcome to the horde.

Sweet! Thanks for the advice! That's kinda what I thought a Rat Dart was, but I've never had anyone actually explain it to me. Just seen it in BatReps.
I'll see if I can get my hands on another WLC. What about Stormvermin? I see lots of Skaven players take them in their games. Are they a critical unit? Also, I kinda like the idea of going all Clan Pestilens. That would seem scary coming across the table at my army. So, like 40 Plague Monks, a Furnace and Plague Claw Catipult? What about Censor Bearers or Priests? They seem similar to Flagellants. Or should I simply abandon that idea?

Clan Pestilens is awesome, but they're not core. You could justify it by saying something like clan pestilens...and their slaves.
Stormvermin are great troops. I don't consider them mandatory, but they're the strongest infantry unit we have. And that I5 is sweet.
Plague monks with the plague banner are considered a great hammer unit. They're only S3, but with all the rerolls they get for a turn they can dish the hurt on a T3 opponent. Choose your matchups carefully there. Frenzy is a double edged sword; your ability to manage it will decide whether or not they perform for you. Not a fan of censor bearers; they force too many T tests on themselves and the few times I've seen them on the table they cause just as much hurt on themselves as they do the opponent. They're too expensive in my opinion to be killing themselves. And you need far too many to be effective in combat, although I think they'd be good chaff/chaff clearers. The plague furnace and plague priest are just awesome, and I wouldn't even consider plague monks without this guy. He's ridiculously vulnerable though, so I'd again be careful about the matchup.

Stormvermin are great for your general. They are the only unit with Str4 due to halberds and they have heavy armour. Also mandatory if you want to use the only named character worth his warpstone: Squeek Headtaker

Sweet! I'm looking for good Stormvermin (and Squeek [Queek?] Headtaker) purchases from eBay. There's not that many out there right now.
On the other side, I bought a second Warp Lightening Cannon and the new Warlord model to be my BSB. (I like the little pennant he has.)
There are a few things that I want: 40-50 Stormvermin (that might take a while), more Rat Darts, a few Gutter Runners, a Deathmaster Snikch model to run as a normal assassin (that just sounds like good fun), and maybe a set of the new End Times version of Thanquol and Boneripper as well as 3 Stormfiends for fluffy games. The models simply look cool.
After I get a good, strong army assembled, then I might work on compiling a Clan Pestilens faction to join my forces. I think that'd be the best way for me to move forward since I don't have any Clan Pestilens stuff right now.

Clan Pestilence is very fluffy...I like them. There is no lvl4 mage and it's missing a few extra options (scouts for instance). What I really, really like at the moment is the Furnace and the Plague Banner. Just the idea of horde formation and 36 attacks with rerolls to hit AND to wound is just....yeah I like it. Trying out the Plagueclaw Catapult against Empire, no armour saves and some panic, me likes.
It is Queek yeah - can only be beaten by Grimgor in close combat - gives your 45 Stormvermin an extra WS - gives your 45 Stormvermin one extra Strength so that's STR5 you sodden humies - kills seers on sight so you do need an extra bunker for that white furred flunky

So suitably skaven Also, it is mandatory to say "Oh there goes another 23 points (chuckle)" EACH TIME he destroys one of your rat darts. It really adds to the game

Lol, that's what I'm hoping for! So how many Rat Darts do you employ? Many of the BatReps that I've watched with Skaven, the player doesn't really know how to use chaff. I'd like to see a GOOD Skaven player in action.
Also, what's your view on the Stormfiends? They seem crazy good. Are they cheesey?

I usually take three rat darts. Tried 5 in my last game because I was expecting frenzied troops. They just took lots of panic tests really. So at least two?
Stormfiends are after the time frame I'm playing so cannot help you there mate.

My armies are: Empire High Elves Dark Elves Wood Elves Orcs and Goblins Tomb Kings Lizardmen Dwarves and now...Skaven!
I just realized that I also have another Skaven Assassin. Not the Deathmaster one though. DMS just looks too cool!
