I think they all have strengths and weaknesses which are amplified by favourable/unfavourable match ups. Having said that I think WoC is a very strong book, especially if you are fond of producing the dirtiest builds you can possibly think of.

Almost all of my gaming happens in the "friendly" or "campaign" realm so my answer to that would be "any of them". If we are talking about WAAC/Tourney/A-Hole at the Game Shop style, I vote for WoC and WE. A tournament champion handed me the most unfun beating of my life using Wood Elves. It was like someone held my arms behind my back while someone else punched me repeatedly. Warriors can be crazy too as they are hard to kill and unleash lots of attacks.

I totally agree that WoC are the best, but only because they have always been GW's favorite child. They are OP in my opinion. I've never played a WoC player who hasn't taken a WAAC list. Those kind of players typically gravitate to WoC because they are the easiest to win with. Just push them forward and SMASH! You don't even have to worry about putting the characters in units. For these reasons, I say that WoC is the best army, though in a capable general's hands, any army can have lots of potential. My friends and I like to play for fun so none of us play WoC, or even want to.

Fyi I'm referring to pure 8th edition. No end times rules or anything extra. In my opinion and what I read else where online WoC isn't a top Tier army. They do have the insane OP Lord and hero builds.
From my experience I played against them 3 times with my high elves and won each time.
My first 2 games playing my own WoC I lost to Ogre Kingdoms and Skaven.
Both games I was essentially tabled and the opponent still had half their army on the table. I always had my hell cannon remaining.
I'm just surprised is all. Maybe it is really based off experiences. Then again even though I might build heavy lists sometimes, my actual strategy may suck. I play to have fun and I just move forward to make it into close combat. Lol
Guess I am surprised to see all the support going toward WoC definitely was not my expectation.

High Elves win, with almost any build they like. They have lost a few times but only if the general is an idiot. I lost once when I first fielded a Loremaster and didn't know how to use him

I haven't played against HE in 8th but I understand they can do some pretty gross stuff. Magic is OP, flyers, ASF, some crazy banner. I think they are balanced though due to having base T3 and maxing out with heavy armor.
I use Khorne Warriors and lose most of the time. A lack of magic hurts me but I'd rather play with a properly themed list than try to mitigate that weakness.
Unless it's a campaign game I really don't care if I lose at Warhammer. Even during campaigns my lists are fluffy but I am more stressed about my moves. Damn, after 2 days of campaigning my brain is pretty much mush.

There should be an implied agreement that "I will do everything possible to ensure that the other guy has an enjoyable game". This doesn't mean to not try to win...hard fought bloody battles are very fun. If my idea as I prepare for my game(s) is: "let me pluck this guy up and table him by the end of turn 3", or "what combination of things in this book are going to be all but impossible for most armies to counter"...these things are violations of gamer code. Respect. WAAC players frequent local shops and tournaments, not basements, attics, and kitchen tables. I've also been told they like 9th Age. Before I hop off the soapbox, I will add that I see painting as part of this code as well. Show me a good time by having a force that looks like you care. If you bought some models last weekend and have them assembled, I don't see them as ready for combat. What better reason to paint than "now i get to try these guys out"? Done.

On the topic of WOC, the unbreakable Daemon Prince is a huge reason for the army to be considered super powerful in a Waac environment. Daemons of Chaos Princes meanwhile suffer from Instability so are fair.
Waac players will generally field an 'unkillable' Woc Daemon Prince with the Soul Feeder 10 point upgrade and argue that they can regain wounds from Thunderstomps which i think is BS and not RAI for the 10 point upgrade. I remember reading ages ago on Warseer a waac Chaos player raging against a tournament and boycotting it because the organisers had decided that Soul Feeder should only apply to actual close combat attacks and not Thunderstomps......
The other main aspect is Woc have access to core chariots which are very powerful and Gorebeast chariots which are underpointed with Nurgle marks. I once saw a Woc army with zero actual warriors or marauders in it...... I was not impressed.
As for my vote... clearly Tomb Kings and Beastmen are the most OP armies.

I voted for BEASTMEN for all the same reasons I voted for Gary Johnson in November of 2016. They're the best cause I say they're the best. Best = a soft science. (and this is why democracy doesn't work)
The real answer is: all have the potential to be the best.
The real, real answer is a 1st place tie for High Elves and Warriors of Chaos. I have seen some degenerate lists come from those camps...
I think WoC wins the tiebreaker by virtue of CORE Chariots. That really lets a WAAC Woc player bring a flithy list.
